Registering for the exam: two doors into the same paper
5 min read

Registration is where people most often lose several months. The reason is simple: two different doors lead into the same exam, and if you walk through the wrong one, your registration will not match your purpose.
Which door is yours
| Migration route | Category route | |
|---|---|---|
| For | a permanent residence permit and for citizenship | employment — when you need a category certificate |
| Register at | MIGRIS, https://www.migracija.lt | the administering agency's e-services system, https://eksternams.nsa.smm.lt |
| Covers | the state language exam and the Constitution basics exam | the basic–first (A1–A2), second (B1) and third (B2) category exams, plus the separate level exams |
| Fee | a state duty (valstybės rinkliava) whose rate is set by the Government | a separate fee per attempt |
The format of the exam is the same either way. The exam programme says so directly: the state language exam corresponds in substance to the first-category exam. What differs is the registration system, the fee, and what is attached to it (on the migration route, the Constitution exam).
The exams are organised by the National Agency for Education (Nacionalinė švietimo agentūra, NŠA); its section for foreigners is at https://www.nsa.smsm.lt/for-foreigners/lietuviu-kalbos-egzaminai-uzsienieciams/.
When to register
Exams are held several times a year according to a schedule approved in advance. The 2026 schedule is published here: https://www.nsa.smsm.lt/wp-content/uploads/2025/06/2026m_egzaminu_tvarkarastis_NSA_svetainei.pdf
On the category route, registration for a given sitting:
- opens 30 calendar days before the exam;
- closes 7 calendar days before the exam.
That gives you a real window of about three weeks, and places are limited.
The payment deadline decides whether you stay on the list. On the category route the fee must be paid within 24 hours of the registration being confirmed, or the registration is cancelled. On the migration route you press the payment button after booking; if you do not pay, you will not be on the candidate list.
When a sitting fills up, additional exams are sometimes announced — it is worth watching the organiser's announcements rather than assuming you must wait for the next scheduled session.
Where the exam takes place
You sit the exam at a base school (bazinė mokykla) — the school designated by the municipality where you live, study or work. If the school in your chosen municipality is full, you take the next nearest one, or the system administrator assigns one to you.
What exam day looks like
| Time | What happens |
|---|---|
| 10:00–11:30 | reading and writing (electronic) |
| 11:30–11:55 | listening (electronic, with headphones) |
| from 13:00 | speaking — 12–14 minutes per candidate |
| 14:00–14:45 | the Constitution basics exam (migration route only, and only once the language exam has been passed) |
Reading, writing and listening form one continuous morning at a computer. Speaking happens in the afternoon: candidates are called one at a time, roughly every 20 minutes, in groups of nine.
What to bring: you must produce an identity document on arrival. The exam runs in an electronic system, so strict room rules apply (they are set out in the execution instructions). One practical tip: check in advance that you can type with a Lithuanian keyboard layout — in an electronic exam that is an assumption, not an option.
Results
Results are published within 12 to 15 working days. Different official pages state different figures (one says no later than 12 working days, another says 15), so the honest expectation is that range — check the exact deadline in the system you registered through.
The result is reported as „A2 lygis", „A1 lygis" or „Neišlaikyta" (not passed). What each of those means and how they are calculated is a subject of its own: how the exam is scored.
The certificate is issued by the agency that organises the exams and is collected through the school where you sat it; candidates who sat it remotely receive it by post. Published collection deadlines differ between sources, so ask your base school for the exact date.
If you disagree with the result
- Category route: within 2 working days of the results, a signed request sent to
info@nsa.smsm.lt. - Migration route: paragraph 9 of the aprašas approved by nutarimas Nr. 1687 provides that a person who receives a negative result at a repeat exam may apply to the Minister of Education within 5 working days; the Minister's decision can then be challenged under the general rules.
The deadlines are short and counted in working days — if you intend to challenge a result, start on the day you see it.
