The Constitution basics exam: 20 questions, 14 correct to pass

The language exam is not the only one. People applying for a permanent residence permit or for Lithuanian citizenship sit a second one: the Constitution basics exam (Lietuvos Respublikos Konstitucijos pagrindų egzaminas). It is shorter, simpler in format, and it carries one rule that is expensive to learn late.

The sequencing rule

You may not sit the Constitution exam until you have passed the state language exam.

This is set out in §7 of the aprašas approved by nutarimas Nr. 1687: a person seeking citizenship or a permanent residence permit sits the Constitution basics exam having passed the state language exam. The organiser's own leaflets put it even more bluntly: if you have not passed the language exam, you cannot sit the Constitution exam.

In practice that means the language exam is the start of the road, not an equivalent alternative. Both exams run on the same day — the language parts from the morning, the Constitution exam from 14:00 to 14:45 — but you sit the Constitution exam only once your language result is positive.

The format

The exam programme (a joint order of the Minister of Education and Science and the Minister of Justice, Nr. ISAK-208/1R-43) fixes a very clear format:

Questions 20
Options per question 3, exactly one of them correct
Pass threshold 14 or more correct answers (70 %)
Duration 45 minutes
Mode electronic, starting at 14:00

The threshold is single and flat — no parts, no separate bands, no „precondition" of the kind the language exam has. You can afford to get six wrong.

Questions are drawn from every section of the Constitution, not from one or two of them.

If a person cannot sit the exam in writing for objective reasons (disability, for example), there is provision to sit it orally, with questions drawn from the same programme.

The syllabus

The programme's list is finite — this is one of the few exams whose entire content you can review in advance:

  • The Lithuanian State — form of government and political system, sovereignty of the Nation, institutions exercising state power, validity of the Constitution and of laws, referendum, state territory, citizenship, the state language, the anthem, flag and coat of arms.
  • The individual and the State — right to life, inviolability of liberty, of the person and dignity, of private life, of property and of the home, freedom to hold and express convictions, freedom of thought, conscience and religion, equality, access to court, electoral rights, freedom of association, limits on rights and freedoms.
  • Society and the State — family and the state, science and education, religion, church and state, censorship of the mass media.
  • The national economy and labour — the economy, objects belonging exclusively to the State, the right to work and to engage in business, the right to strike, safe working conditions, social security and health care.
  • The Seimas — elections, requirements for candidates, early elections, the member and their mandate, rights and duties, immunity, termination of the mandate, sessions and sittings, functions, legislative initiative, entry into force of laws, Seimas ombudsmen, impeachment.
  • The President of the Republic — head of state, requirements for candidates, elections, powers, immunity, termination of powers, temporary substitution.
  • The Government — composition, appointment and dismissal of the Prime Minister and ministers, functions, accountability, substitution, immunity, resignation.
  • The Constitutional Court — composition, appointment of justices, requirements, competence, decisions, termination of powers.
  • The courts — the court system, administration of justice, appointment and dismissal of judges, court sittings, the prosecution service and the Prosecutor General.
  • Local self-government and administration — municipal council elections and the remaining items of the programme.

Registering, and what it costs

The Constitution exam is registered together with the language exam through MIGRIS (https://www.migracija.lt), because both belong to the migration route.

The state duty for the Constitution exam is separate from the duty for the language exam. We do not publish the amounts on this site, and the reason is explained in what the exam costs: the official leaflets currently published state different amounts for the duty, so the only reliable place to see the sum is inside MIGRIS while registering.

The rules in the exam room

The execution instruction for the electronic Constitution exam (April 2026 redaction) sets out a fairly strict regime, and it is worth preparing for it in advance:

  • full-screen mode is mandatory; leaving it and copy/paste actions are logged;
  • the browser's automatic translation and spell-checking must be disabled;
  • a Lithuanian keyboard layout must be installed on the computer;
  • tablets may not be used; phones, photographs and screenshots are forbidden;
  • breaking the rules means being removed from the room.

Who does not sit this exam

The same exemptions in article 18(4) of the Citizenship Act that release a person from the language exam also release them from the Constitution exam: age 65, an established level of capacity for work of 0–55 %, old-age pension age together with large or medium special needs, and severe chronic mental illness.

There is also the reverse case: under article 19(2), the spouse of a deportee, a political prisoner or their child born in exile sits only the Constitution basics exam.

More on this in who does not have to take the exam.

Do we prepare you for this exam

At the moment our practice material is for the state language exam — exam tasks and writing and speaking with feedback. We do not yet have material for the Constitution exam, and we are not going to present it as if we did.

For now the three useful things to know are: the language exam comes first, the threshold is 14 out of 20, and the whole syllabus is public and finite.
